| | Bush administration calling for boost in Pell grants | | RALEIGH, North Carolina (AP) -- President Bush's 2008 budget will include a proposal for the biggest hike in Pell grants for low-income college students in three decades.
Education Secretary Margaret Spellings said Thursday that the budget will contain a proposed increase of $550, to a maximum award of $4,600. That would exceed the $260 increase passed Wednesday by the House.
Democrats have introduced a proposal in the Senate, currently before committee, that calls for an immediate increase to $5,100.
All told, low-income students seem likely to get their first increase in maximum Pell awards in five years. But education advocates warned that they're unsure how the increase would be funded, and caution it could come at the expense of other financial aid programs."If this represents an actual increase in total need-based student aid, it will be great news," said Terry Hartle, senior vice president of the American Council on Education, an umbrella group of colleges and universities. I think this is a bit ridiculous for a number of reasons, but I'd like to focus on the fact that this is a worse payout than any of the games in Las Vegas, and I'd like to give you an example to show just how bad of a payout it is.Suppose we play a game where we flip a fair coin. If it lands on heads you pay me $5, and if it lands on tails, I'll pay you $1. Pretty darn unfair, correct?Well, on average after two throws of the coin, there will be one heads and one tails. You will have a net loss of $4, or an average loss of $2 per coinflip. This means that you are keeping $3 of your $5 bet, or that this game has a 60% payout. About 400 years ago people on Earth, including the famous German astronomer Johannes Kepler, saw the light from a supernova. The explosion was so bright that it was visible with the naked eye even though it occurred about 13,000 light-years away. For about 30 years scientists have been studying what became known as the ‘Kepler supernova remnant’, but the formation had left them baffled about the type of explosion that created it. A supernova remnant refers to the debris cloud created when a massive star explodes. So far, scientists know of two types of supernovas: core-collapse and thermonuclear. The x-ray image, made with NASA's Chandra X-ray Observatory is shown below. Previous images suggested that the Kepler remnant is surrounded by dense material, as expected from a core collapse. This image clearly shows abundant iron (yellow) and sparse oxygen, a signature of a thermonuclear explosion, proving the Kepler blast was thermonuclear.
